The old referral system is gone. In its place: the National Recruitment Centre — one system, built around a single idea. Bringing someone to Eclesiar shouldn't be a private transaction between you and a link. It should be something your whole country competes at.
Open it from My Places → Recruitment.
What actually counts now
The old system paid you the moment someone registered. That rewarded volume, and volume is worthless — an account created and abandoned an hour later helped nobody.
The new bar is the activated citizen: a recruit who is still playing on day 7.
That is the number on your profile, the number your country is ranked by, and the number every prize is calculated from. Registrations still show in your roster so you can see who's coming through — they just aren't the score.
Each recruit also earns you points as they grow, up to 22:

The first two pay nothing deliberately. Anything that pays out on account creation is an invitation to farm it with alt accounts, and we would rather the system be worth less and be honest.
Titles
Activated recruits earn a public title on your profile, visible to everyone:

Your country's monthly campaign
Every month your country gets an objective: a target number of activated citizens, scaled to its population. Clear it and the national treasury is paid 50 gold plus 2 per activated citizen — so a country that overshoots is paid for overshooting.
There are also two national leaderboards, and they run every month:
Total activated — raw numbers. Pot: 250 gold for first place.
Growth — activated citizens as a share of your population. Pot: 150 gold for first.
Second place takes 60% of the pot, third 35%. The growth board exists so that a country of 40 can beat a country of 400 at something real.
One rule worth knowing: a podium country needs at least 10 activated citizens for its prize to actually pay. You keep the placement either way — a quiet month shouldn't hand a treasury hundreds of gold for two recruits.
At the end of each month, the top recruiters are published in a Top Nation Builders article.

New citizens: choose your path
Eclesiar shows a newcomer a war, an economy, a parliament and a press all at once, and a lot of them leave before finding any of it.
So right after choosing a country, new citizens are now asked one question: what brings you here? Soldier, Entrepreneur, Politician, Journalist, or Diplomat.
This locks nothing. Every system stays open to you whatever you pick. The answer exists so whoever invited you knows what kind of help is actually worth offering — it's a signal to your recruiter, not a class.

The Onboarding Pact
Your path sets three objectives. Complete them, and have your recruiter send you a message, and you both receive 2 gold.
Neither of you can finish it alone. That's the point — the reward is for the conversation, not the click. Recruiters see each recruit's chosen path and live progress in their roster, with a button to open a chat straight from there.
You'll also be notified when one of your recruits goes quiet, while there's still time to bring them back.

Ministry of Recruitment
Presidents, vice presidents and a new Minister of Recruitment can now run their country's growth directly:
A country join page at /join/{country} — a real public page, with your own headline and pitch, that you can post anywhere.
Custom campaign angles written by your government, which appear first in every citizen's Promote tab, above the automatically detected ones.
A recruitment analytics page for the country's objective and funnel.

Promotion tools for everyone
The Promote tab reads your country's live situation — a war, an approaching election, occupied regions, a growth shortfall — and writes posts around whichever story is strongest, formatted per platform (Reddit, Discord, X, WhatsApp, forums, DMs).
It also generates two campaign images per angle: an illustrated poster and an in-game-style card, both carrying your country's real numbers. Download and attach them — a link with a picture converts far better than a link without.

Fair play
Nothing pays out on registration or first steps.
Banned accounts count for nobody, on either side.
Your country's score follows the recruit's nationality, so moving countries can't be used to farm a board.
