We address you not as supplicants, but as peoples who have known what it means to be tested by history. Russia is gathering herself. Not to threaten the world, but to stand again on her own ground — just as each of you stands on yours.
We do not come to you with demands. We come with a simple truth: the world we live in was built by many civilizations, not one. No single power has the right to decide the fate of all. And no nation — not ours, not yours — should be forced to choose between dignity and survival.
To the Arabs: your lands gave humanity writing, medicine, and the stars. You have endured centuries of outside hands redrawing your maps. We understand what it means to have others speak in your name. We respect your path, your faith, and your right to choose your own future.
To the Brazilians: you are a continent in a single nation — a people forged from many peoples, rich in soul and in strength. You have shown that a great country can rise without conquest. We see in you a partner, not a rival.
To the Bulgarians: our brothers in faith and in language, tied to us by centuries of shared struggle. You have always known that friendship between our peoples is older than any politics. We have not forgotten.
To the Chinese: an ancient civilization that has never bowed to anyone forever. You have built your own road, on your own terms, and you have earned the respect of the world. Russia understands the weight of a long memory — and the will to shape your own destiny.
To the Indians: the cradle of great faiths and a nation of a billion voices. You won your freedom without waiting for permission, and you have kept it on your own terms. We see in your independence a mirror of our own aspirations.
To the Serbs: you have stood where the storms were hardest, and you have not broken. We know what it costs to remain yourself when the world pressures you to become someone else. Our sympathy is not a slogan. It is a debt of shared history.
To all of you, we say this: Russia is not asking you to take sides in someone else's quarrel. We are asking you to remember that the right to self-determination belongs to every people — including ours. A world where only the strong decide is a world where none of you are truly safe.
We do not offer you empty promises. We offer respect, trade, and a hand extended without conditions. We offer the idea that civilizations can speak to one another as equals, not as master and servant.
The world is changing. In such times, peoples who remember their own history will not be swept aside. We invite you to remember yours and to stand with us.
